The Basic Education in the Educational Sector of Mercosur

In the area of Basic Education, the integral treatment of the strategic objectives of ESM,  emphasizes the fundamental problems shared and the national educational policies, to which they refer.

In this way, reverse of educational failure which affects especially the early years of scholarity and the years that corresponding to the transition of cycles and / or levels, it is the common challenge of the area.

Vulnerable groups, to which will be give priority attention to ensure their access to education, permanence and promotion are, among others, formed by boys and girls with special learning needs, in situation of poverty, marginality urban and rural, indigenous groups and other sectors of the population in situation of social, cultural and economic marginality. 
Mercosur schools are considered as a place where cultures and regional identities can be up and operate for an effective conscience of regional integration and its corresponding social practices.


Thematic blocks

Thematic blocks were established to guide the projects related to Basic Education:
 
 * Learning as a cultural process: Language, History, Geography, Cultures and new technologies. The incorporation of projects and activities related to the teaching of Language, History and Geography of Mercosur, which use new technologies in education, recognizing the importance of the political dimension of these areas for regional integration.

* Improving the quality of education for all, with emphasis on learning and participative management in context. This process is linked to the flexibility and relevance of curriculum and the participation is linked to the autonomy of actors in the construction of learning.

Goals


Were fixed the following goals that will be present in the definition of projects to be executed for this area:
 
  • To establish a network of institutions that allows the exchange of experiences and  the creation of a database on inclusive education;
  • To implant a regional training course for teachers of History and Geography
  • To implant a exchange program for teachers;
  • To create Exchange between teachers;
  • To consolidate the systematic teaching of the official language in all countries;
  • To consolidate a system for approval of credits and teachers mobility of official  languages (Portuguese anda Spanish) between the Mercosur’s countries;
  • To create mechanisms to disseminate the knowledge produced in different countries:
  • To develop seminars about the teaching of history and geography every two years, integrating teachers from other areas, languages and culture
  • To develop teaching materials and successful experiences of all countries;
  • To ensure the mobility of students from the region and to obtain an agreement for this purpose through the agreement Adrés Bello;
  • To promote the institucional Exchange through the networks and the creation of educational policies to reverse  of educational failure at the regional level;
  • To constitute a network of Exchange of management strategy, educational experiences, teachers and teaching resources that solves the problem of  educational failure.
